The meeting was opened at 6:33 pm. 
A motion was made and seconded to nominate Shaun Galliher as Chairman of our Committee.  The motion passed unanimously.   
A motion was made and seconded to accept the minutes of the July 7, 2022 meeting as written. The motion passed unanimously. 
Bob Graves reported that the bids were opened for capping the landfill.  Maxymillian was the only bidder at $704,017.73 base bid, and a alternate bid of $277, 980.75. The work proposed in the base bid has been accepted by the DEP that is overseeing the project. The contract is expected to be signed at the next Select Board meeting on August 10,2022.  In order to complete some items in the alternate bid, more funds are needed. 
Bob was able to talk with Jennifer Cummings, Library Director, about their budget overrun.  The issue is the Eversource billing cycle that should be 12 payments, but 13 were billed.  This has happened in other budgets as well, and does happen periodically.  The way to fix this in the future is to split the last bill between the two fiscal years.
Bob and the Committee discussed the Grant award for the Route 143 project.  The work will start at New Windsor Road and continue to the Peru Town Line.  This Grant application was submitted several years ago, and the engineering was updated to comply with new regulations. The Town was notified recently that this Grant has been awarded.
Jim Chivers, School Building Committee, reported work is just about completed at the new High School.  There are some concrete issues, regulating the heating and cooling systems, miscellaneous training on various new systems, to name a few.  They should be completed within a few weeks.
Mary Rice, Water and Sewer Committee, had no report for this meeting.
 
 
 
 
Bonnie Conner, Seven Town Advisory Committee, reported that Bonny DiTomasso will be stepping down as Chair and the Committee will re-organize at their next meeting.  She also presented and email print out of the meetings and discussions to date, sent by Ms. DiTomasso.  The next meeting of that Committee is August 10, 2022.
Bob Graves reported that he had talked with Ralph Cormier, Fire Chief, about the new/used Tanker purchase that was approved at the ATM.
The Committee briefly discussed the proposed merger of Hinsdale and Dalton Police Departments.  The Committee has no information as to the financial impact and therefore has not weighed in on it yet.
A motion was made and seconded to transfer $4,614.00 from the Reserve Fund, to adjust the Administrator Salary account as agreed on by the Select Board.  The motion passed unanimously.  
A motion was made and seconded to pay  $138.00 for the Town Finance Committees yearly dues. The motion  passed unanimously.
Chairman Galliher reported that he had received a letter of resignation from our long time member, Chris Pike.  The Committee acknowledged her long time commitment to this Committee and the Town of Hinsdale.  
A motion was made and seconded to adjourn at 7:31 pm, the motion passed unanimously.  The next regular meeting of this Committee is Thursday, September 1, 2022 at 6:30 pm in the downstairs Community room at Town Hall.
