Minutes of Meeting Tuesday, February 14, 2023 

6:00 PM 

 

Present: Boudreau, Huntoon, Litchfield, Mitchell 

  • Meeting Called To Order at 6PM
  • Public Input for items not on the Agenda: None
  • Review of Meeting Minutes 1-10-2023:Huntoon motions to approve 1-10-23 Minutes of Meeting, Litchfield seconds, Vote 3-0, Mitchell abstains.
  • File #181-0286, Notice of Intent for proposed construction of a soil landfill cap at 212 Longview Avenue (Map 103, Lot 29) Applicant is Camp Tanglelake, Inc..: Applicant representative Brett Kamienski, SK Design Group Inc. provided description of proposed work.  Mitchell recommends certain special conditions for proposed project; After removal of asbestos shringles and cutting and clearing of trees on landfill cap, applicant shall install erosion & sedimentation controls & notify Commission to inspect before any more work is done; The chain link fence shall be installed 6 inches above ground grade and no higher than 6 feet to allow for wildlife passage; Follow all plans & information submitted with the Notice of Intent application; Follow all requirements of the MASS DEP Comprehensive Site Assessment Permit Approval; The Request for Certificate of Compliance shall include a statement from a Professional Engineer that the work was completed in substantial compliance with the approved plans, special conditions and Comprehensive Site Assessment Permit Approval, and closure Certification Report. Boudreau motions to issue Order of Conditions with outlined special conditions, Huntoon seconds, Vote 4-0.
  • File #181-0287, Notice of Intent for proposed roadway reclamation, paving, drainage improvements and culvert replacement at Old Windsor Road, Frank Schnopp Road, and George Schnopp Road.  Applicant is Town of Hinsdale: Mitchell reports that the MASS DEP file number comments require more information and a letter of approval from Natural Heritage Engandered Species Program is required, and a motion is necessary to continue to the next scheduled meeting.  Huntoon motions for a continuance to the next scheduled Conservation Commission meeting, Litchfield seconds, Vote 4-0.

Old/New Business

  • Discussion and Possible vote to require the filing of a Request for Determination of Applicability for the use of aerators or bubblers in the Town of Hinsdale:  Discussion and review of information submitted by Monica Montferret, Chair Hinsdale Lake Management Committee.  Mitchell motions for continuance to next scheduled meeting, Huntoon seconds, Vote 4-0..
  • Adjournment: Mitchell motions for adjournment, Litchfield seconds, Vote 4-0.
